Airport and Airway Extension Act of 2018, Part II (Sec. 2) This bill extends: (1) airport planning and development and noise compatibility planning and programs at increased levels until October 7, 2018; (2) various expiring aviation authorities, including those under the Vision 100-Century of Aviation Reauthorization Act and the FAA Modernization and Reform Act of 2012, through such date; (3) the expenditure authority of the Airport and Airway Trust Fund through October 8, 2018, and (4) excise taxes for such fund through such date.

Waiver of Emergency Payments Act This bill directs that the federal share of assistance, including direct federal assistance, provided for Puerto Rico in connection with Hurricanes Irma and Maria under the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to a major disaster (specifically, regarding essential assistance, hazard mitigation, repair, restoration, and replacement of damaged facilities, debris removal, and federal assistance to individuals and households) shall be 100% of the eligible costs.

Offshore Wind for Territories Act This bill amends the Outer Continental Shelf Lands Act to authorize offshore wind development in the U.S. Exclusive Economic Zone adjacent to U.S. territories. The bill also establishes the Coral Reef Conservation Fund for the Department of Commerce to carry out the Coral Reef Conservation Act of 2000, including to preserve, sustain, and restore the condition of coral reef ecosystems.

This joint resolution states that if the population of a U.S. territory exceeds 30,000, the territory shall appoint a number of electors of President and Vice President equal to the number of Representatives to the House of Representatives to which the territory would be entitled if it were a state. Such electors shall be in addition to those appointed by the states and Washington, DC.

Puerto Rico Insurance Excise Tax Exemption Act of 2018 This bill amends the Internal Revenue Code to exempt from the foreign insurer excise tax certain insurance policies, indemnity bonds, annuity contracts, or reinsurance policies issued by partnerships or corporations created or organized under the laws of a U.S. territory or possession. The exemption applies unless any of the covered hazards, risks, losses, or liabilities are also covered by a reinsurance policy issued by a foreign insurer or reinsurer other than the partnership or corporation.
