Stopping the Traffic in Overseas Proliferation of Ghost Guns Act [S.459]
Prohibits the President from (1) removing any firearm or related technical information from the U.S. Munitions List, or (2) changing the requirements under the International Traffic in Arms Regulations as they were composed on January 1, 2018. Suspends certain weapons transfers to Saudi Arabia. It also imposes sanctions on individuals for various activities related to the civil war in Yemen and for involvement in the death of Saudi Arabian journalist Jamal Khashoggi. Revises provisions related to the adjustment of U.S. imports due to a national security threat. The bill allows Congress to block a presidential import adjustment through a joint resolution. Telecommunications Denial Order Enforcement Act [S.152]
Directs the President to determine annually whether telecommunications companies domiciled in China, including Huawei and ZTE, have violated U.S. export controls or sanctions. If a violation is found, the President must impose appropriate penalties. Chinese subsidiaries of foreign companies are excluded from the bill.
