Directs the Department of State to establish a policy regarding the use of location-tracking consumer devices by employees at diplomatic and consular facilities, and report the details of the policy to Congress. The policy shall cover U.S. government staff, contractors, locally employed staff, and members of other agencies deployed at the facilities. The State Department shall give security briefings to inform new and existing employees of the policy.

Connecting Broadband Deserts Act of 2019 [HB-55]

Requires the Federal Communications Commission (FCC) to conduct an annual inquiry on the availability of advanced telecommunications capability in broadband deserts, including whether such capability is being deployed in a reasonable and timely fashion. If it is not, the FCC shall take immediate action to accelerate deployment of such capability by removing barriers to infrastructure investment and promoting competition. To add suicide prevention resources to school identification cards. This bill amends the Higher Education Act of 1965 to require an institution that creates and distributes student-identification cards to include on such cards phone contact information for the National Suicide Prevention Lifeline, the Crisis Text Line, and either the campus mental-health program or the local nonemergency line. An institution that does not create and distribute such cards shall publish such information on its website.

Secure Border Communications Act (Sec. 2) This bill directs the Department of Homeland Security (DHS) to ensure that each U.S. Customs and Border Protection officer or agent is equipped with a secure radio or other two-way communication device, supported by system interoperability, that permits communication: (1) between ports of entry and inspection stations; and (2) with other federal, state, tribal, and local law enforcement entities. DHS shall: (1) ensure that U.S. Border Patrol agents in remote mission critical locations and at border checkpoints

E-FRONTIER Act Eliminate From Regulators Opportunities to Nationalize The Internet In Every Respect Act This bill prohibits the President or an executive agency from constructing, operating, or offering wholesale or retail service on a broadband network unless Congress grants that authority to the President or the agency. The Government Accountability Office must study and report on potential threats facing U.S. broadband networks from China, Iran, Russia, and other foreign adversaries and the risks from using foreign equipment and services in U.S.
