Establishes a Coastal Erosion Proactive Adaptation Plan Task Force, to be assisted by an Advisory Group, to develop a Coastal Erosion Proactive Adaptation Plan for streamlined and proactive shoreline permitting procedures that better mitigate impacts to Hawaii's coastal zone and lower the costs to public and private permit applicants. Appropriates funds to support the task force and establish one full-time equivalent (1.0 FTE) position in the Office of Planning to administer the coastal erosion proactive adaptation plan task force. Authorizes the director of finance to issue general obligation bonds for the department of health to develop a secure inpatient psychiatric facility at Hawaii state hospital to serve the mentally ill who need stricter security and inmates and detainees who need a higher level of mental health care. Requires the department of health to establish a task force to study the needs of the populations to be served by the psychiatric facility and develop a coordinated interagency action plan to implement services at the new inpatient psychiatric facility.

Requires public schools, private schools, and public charter schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform self-review of seizure disorder materials annually. Makes an appropriation. Effective July 1, 2030. (SD1)
