Requires the Department of Business, Economic Development, and Tourism to establish a grant program to assist persons who use albizia trees to create usable commercial products or are developing ways to use albizia trees to create usable products. Requires the Department of Business, Economic Development, and Tourism, in consultation with certain academic units of the University of Hawaii, to study economically feasible ways in which businesses may use albizia trees to produce usable commercial products, including housing, throughout the State.

Requires the state auditor to study the feasibility of providing health benefits to state and county employees using a self-insured model. Appropriates funds. Establishes the rate stabilization reserve fund. Caps employer contributions to the other post-employment benefits trust fund. Provides for the use of portions of any other revenues collected on behalf of the public employer or held by the State to supplement deficient public employer contribution amounts.

Establishes presidential preference primary elections conducted by the State. Allows political parties to limit participation in the presidential preference primary election selection of the party's candidates by voter party registration. Allows voters to change party registration on a presidential preference primary election ballot. Requires a study to determine the feasibility of implementing a presidential preference primary in Hawaii in lieu of a party caucus and make recommendations for the implementation of a presidential preference primary.

Establishes and appropriates funds for a two-year program at the University of Hawaii to study sand movement patterns and coastal erosion along the coast between Sunset Beach Park and Ehukai Beach Park on the North Shore of Oahu, including the impact of sandbag walls, tarps, rocks placed in the shoreline, sand pushing, and coastal restoration on beach processes. Establishes a temporary moratorium on the use of sandbag walls, unless authorized by an emergency permit from the Department of Land and Natural Resources. Requires a report to the Legislature.
