Songwriter Equity Act of 2015 Amends federal copyright law regarding the exclusive rights of sound recording copyright owners to remove a provision that prohibits license fees payable for the public performance of sound recordings, by means of a digital audio transmission, from being taken into account in any administrative, judicial, or other governmental proceeding to set or adjust the royalties payable to copyright owners of musical works for the public performance of their works. Library of Congress Sound Recording and Film Preservation Programs Reauthorization Act of 2016 (Sec. 2) This bill amends the National Recording Preservation Act of 2000 to reauthorize through FY2026 the national sound recording preservation program of the Library of Congress and the National Recording Preservation Foundation in an amount not to exceed the lesser of $1 million or (as under current law) the amount of private contributions whether in currency, services, or property made to the Foundation by private persons and state and local governments.
