Virginia Freedom of Information Act; record exclusion for proprietary records and trade secrets; solar energy agreements. Excludes from the mandatory disclosure provisions of FOIA proprietary information, voluntarily provided by a private business under a promise of confidentiality from a public body, used by the public body for a solar services agreement. Authorizes the establishment of community solar gardens, which are required to be owned by a subscriber organization that has at least 10 subscribers. Subscribers will receive credits on their utility bills from energy generated at the solar facility in proportion to the size of their subscription. Establishes beginning in 2016 an individual and corporate income tax credit for solar energy space heating, water heating, space cooling, and industrial or commercial process heating systems placed in service.
