Social Security Tax Fairness Act This bill amends the Internal Revenue Code, with respect to the taxation of Social Security benefits, to: (1) increase the income thresholds above which Social Security benefits are subject to certain taxes, (2) require the income thresholds for joint returns to be twice the amounts in effect for other taxpayers, and (3) require the thresholds to be adjusted for inflation after 2018.

Nourishing Our Golden Years Act This bill amends the Agriculture and Consumer Protection Act of 1973 to establish a minimum certification period of one year for the Commodity Supplemental Food Program (CSFP). During the certification period, a participant in the program may continue to receive benefits without a formal review of eligibility. (The CSFP provides supplemental food to low-income elderly persons who are at least 60 years of age. Certification periods currently vary by state.) Social Security Debt Recovery Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act to specify that the amount of any overpayment of OASDI benefits to an individual, and any obligation of the individual to repay such overpayment, shall be determined solely under the OASDI program. Therefore, such overpayment shall not otherwise be subject to garnishment or to the operation of any bankruptcy or insolvency law.
