Protecting Student Athletes From Concussions Act of 2015 This bill amends the Elementary and Secondary Education Act of 1965 (ESEA) to condition each state's receipt of ESEA funds, beginning in FY2017, on the state having in effect and enforcing a law or regulation that meets the minimum requirements for the prevention and treatment of concussions set forth in this Act. Sustained Promotion of Responsibility in Team Sports Act or the SPORTS Act - Amends the Sports Broadcasting Act of 1961 to repeal the existing antitrust exemption for agreements covering the telecasting of sports contests and the combining of professional football leagues with respect to professional football, baseball, basketball, and hockey. Removes specific mention of these four sports and applies the antitrust exemption to agreements for the telecasting of any professional sports contests.
