College Athlete Pandemic Safety Act [S.4102]
Requires institutions of higher education (IHEs) to take certain health and safety actions to respond to COVID-19 (i.e., coronavirus disease 2019), specifically for college athletes. Specifically, the bill prohibits IHEs from (1) allowing any individual to agree to a liability waiver for any sporting activity, or (2) canceling a scholarship or any other financial aid provided to a college athlete who does not participate in team activities due to concerns about COVID-19. Fairness in Collegiate Athletics Act [S.4004]
Requires an intercollegiate athletic association to establish a policy that permits a student athlete to earn compensation from a third party for the use of the name, image, or likeness of the athlete and to obtain professional representation with respect to such compensation. An association must establish rules and programs to administer such policy, including reporting requirements for such compensation and necessary measures to preserve the amateur status of student athletes.

COVID–19 Youth Sports and Working Families Relief Act [HB-6912]
Modifies the tax credit for household and dependent care expenses necessary for employment to include expenses for youth physical activities. Youth physical activities include organized individual and team sports, fitness and exercise, recreation, and other physical activities for youth who have attained age 4, but not age 18. The credit is refundable for taxable years beginning in 2020. The bill also increases the dollar amount of the election for dependent care flexible spending arrangements.
