Requires institutions of higher education (IHEs) to take certain health and safety actions to respond to COVID-19 (i.e., coronavirus disease 2019), specifically for college athletes. Requires an intercollegiate athletic association to establish a policy that permits a student athlete to earn compensation from a third party for the use of the name, image, or likeness of the athlete and to obtain professional representation with respect to such compensation. Modifies the tax credit for household and dependent care expenses necessary for employment to include expenses for youth physical activities.
