Uyghur Human Rights Policy Act of 2018 This bill directs various U.S. government bodies to prepare reports on China's treatment of the Uyghurs, a predominantly Muslim Turkic ethnic group. The Office of the Director of National Intelligence shall report to Congress on issues including the security threats caused by the Chinese government's reported crackdown on the Uyghur population in Xinjiang province. The Federal Bureau of Investigation shall report on topics such as its efforts to protect ethnic Uyghurs and Chinese nationals in the United States

A bill to prohibit military aid to Saudi Arabia until the Secretary of State determines that Jamal Khashoggi is alive and free. This bill prohibits U.S. military aid or assistance to Saudi Arabia until the Department of State certifies to Congress that journalist Jamal Khashoggi is alive and free and subsequent legislation is enacted authorizing the resumption of such aid and assistance.

Banking Transparency for Sanctioned Persons Act of 2018 (Sec. 2) This bill requires the Department of the Treasury to report semiannually on financial services provided to benefit a state sponsor of terrorism or specified sanctioned persons. (Sec. 3) Treasury may waive these reporting requirements with respect to a foreign financial institution if: the institution credibly assures Treasury that it will cease conducting transactions for such persons, or the waiver is important to the national interest.

Secure Elections Act This bill gives the Department of Homeland Security primary responsibility within the federal government for sharing information about election cybersecurity incidents, threats, and vulnerabilities with federal entities and election agencies. The Election Assistance Commission (EAC) shall establish an advisory panel of independent experts to develop guidelines on election cybersecurity, including standards for procuring, maintaining, testing, auditing, operating, and updating election systems. Strengthening Oversight of Iran's Access to Finance Act (Sec. 3) This bill sets forth reporting requirements with respect to the export of commercial passenger aircrafts to Iran. The Department of the Treasury must report on financial institutions conducting transactions regarding such exports. Additionally, Treasury must determine if such transactions pose a risk relating to money laundering, terrorism, or other sanctionable activities. The President may waive the requirements of this bill under certain circumstances.
