Creates a good time credit system, by which criminal a defendant on probation may reduce their time on probation through compliance with conditions of probation. Requires probation officers to conduct formal reviews of a defendant's progress halfway through the defendant's period of probation, submit a report after the formal review of the defendant to the presiding or sentencing judge justifying why the defendant continues to need supervision on probation, and provide information on how to file a motion for early termination of probation; provided

Relating To Penal Liability For Business Entities. [SB-3046]
Requires a court to order the charter of a corporation forfeited and the certificate authorizing a foreign corporation to do business in the State revoked upon a felony or misdemeanor conviction of the corporation or its high managerial agent that is related to its business affairs. Repeals the requirement for findings for a court to order forfeiture of a charter or revocation of a certificate. Requires similar penalties for various partnership entities and limited liability companies and their foreign counterparts convicted of a felony or misdemeanor.

Clarifies that a motor vehicle dealer or salesperson license may be suspended, revoked, or denied if the dealer or salesperson withholds the return of a buyer's downpayment or trade-in when the buyer's motor vehicle purchase or lease agreement is contingent upon financing of the purchase, and pursuant to the financing or credit application signed at the time of purchase, the buyer was unable to qualify.
