Create new sections of KRS 278.010 to 278.450 to define "utility"; allow any utility that has received an order from the Public Service Commission making a general adjustment of the utility's base rate in the previous five years to file an application to adjust its base rate using a streamlined regulatory procedure; require the utility to file notice of its intent to file for a streamlined base rate adjustment between 30 to 60 days before filing its application; require the utility to file its application using a test period as defined in KRS 278.192;
