Requires the land to be subject to legislative approval prior to the sale or gift of those lands. Requires the Hawaii Housing Finance and Development Corporation to return any land set aside by the governor or leased lands no longer needed

Requires lease rents for pastoral and agricultural leases to be determined based on agricultural use value. Allows the Department to alter or convert the use of the productive agricultural land transferred under certain circumstances. (SD1)
