Property Owners' Association Act; access to association records; electronic participation in association meetings. Clarifies that all books and records kept by or on behalf of an association shall be made available to a member in good standing or his authorized agent in a manner consistent with the association's routine practices and procedure for the keeping and production of such books and records, to include both physical and electronic methods of production. Current law makes no mention of the electronic production of such books and records.

Property Owners' Association Act; statement of lot owner rights. Provides that, pursuant to the Property Owners' Association Act, every lot owner who is a member in good standing of a property owners' association shall have (i) the equal right to present use and enjoyment of the property, (ii) the right to serve on the board of directors and to carry out one's specific duties with the same rights and privileges as other board members, and (iii) the right to have notice of any pending or probable litigation involving the association.

Property Owners' Association Act; amendment of declaration. Provides that except as otherwise provided in the declaration of a property owners' association, a declaration may be amended by a two-thirds vote of the owners. The bill also provides that an action to challenge the validity of an amendment adopted by the association may not be brought more than one year after the amendment is recorded.
