Establishes that the maximum number of refugees admitted each fiscal year shall be no less than 95,000 and that the maximum number shall be treated as the numerical goal for refugee admissions for the applicable fiscal year. The President may set a higher number if it is justified by humanitarian concerns or is otherwise in the national interest. Currently, the number admitted each fiscal year may not exceed 50,000 unless the President determines that a higher number is justified by humanitarian concerns or is otherwise in the national interest.

Reauthorizes funding for FY2020-FY2024 for maintenance, repair, and security and capital projects for the John F. Kennedy Center for the Performing Arts. The bill directs that a plaque be placed within the Kennedy Center that contains an inscription to commemorate the 60th anniversary of the signing of the National Cultural Center Act by President Dwight D. Eisenhower. The Kennedy Center may solicit private contributions for the design, procurement, and installation of the plaque.

The bill also extends to five years the ban on certain senior personnel of the executive branch and independent agencies, including the Vice President, from lobbying any officer or employee of any department or agency in which such person served.
