H.R. 3520 is a bill introduced in the House of Representatives by Mr. S MITH of New Jersey and Mr. BILIRAKIS. This bill aims to reauthorize the Stem Cell Therapeutic and Research Act of 2005 and make a few other changes.
Short Title
This bill may also be referred to as the "Stem Cell Therapeutic and Research Reauthorization Act of 2019."
Reauthorization of the C.W. Bill Young Cell Transplantation Program
Section 379(d)(2)(B) of the Public Health Service Act (42 U.S.C. 274k(d)(2)(B)) is being amended by this bill. The amendment changes the language related to the collection of stem cells to be consistent with the inventory. The bill also adds remote collection as a method of collecting stem cells, as long as it meets the necessary requirements.
Advisory Council Meetings
This bill requires the Secretary to convene the Advisory Council at least two times each calendar year. The Advisory Council is a group that provides advice and recommendations regarding stem cell transplantation.
Authorization of Appropriations
Section 379B of the Public Health Service Act is being amended to change the authorized appropriations. The bill reduces the funding from $33,000,000 for fiscal year 2015 and $30,000,000 for each of fiscal years 2016 through 2020 to $30,000,000 for each of fiscal years 2020 through 2024.
Cord Blood Inventory
The Stem Cell Therapeutic and Research Act of 2005 is also being amended in relation to the cord blood inventory. The bill authorizes $23,000,000 for each of fiscal years 2020 through 2024 to carry out this section of the Act.
