Withdraws specified National Forest System land in the Custer Gallatin National Forest in Park County, Montana, identified on the map titled "Emigrant Crevice Proposed Withdrawal Area," dated November 10, 2016, from (1) location, entry, and patent under mining laws; and (2) disposition under all laws pertaining to mineral and geothermal leasing. Any land within the withdrawal area that is acquired by the federal government after enactment of this bill must be immediately withdrawn in accordance with this bill.

Florida Shores Protection and Fairness Act [S.13]
Expands the Gulf of Mexico outer Continental Shelf revenue sharing program to include Florida. (Currently, only Alabama, Louisiana, Mississippi, and Texas are included in the program that shares the revenues from oil and gas leasing on the Gulf of Mexico outer Continental Shelf.) Additionally, the bill extends to June 30, 2027, the moratorium on oil and gas leasing in certain areas of the Gulf of Mexico.

Trade Security Act of 2019 [HB-1008]
Revises provisions related to the adjustment of U.S. imports due to a national security threat. The bill allows Congress to block a presidential import adjustment through a joint resolution. This provision retroactively applies to adjustments made on or after July 1, 2018. However, it shall not apply to specified steel and aluminum import adjustments. The Department of Defense (currently, the Department of the Treasury) must investigate the national security threat of a U.S. import, and report to the President the results of that investigation.

State Mineral Revenue Protection Act of 2019 [HB-998]
Increases the percentage that states receive from sales, bonuses, royalties, and rentals for all public land or mineral deposits located in the states by eliminating administrative costs that are deducted from the share allocated to states under current law. Preserve Our Lakes and Keep Our Environment Safe Act [HB-795]
Directs the Department of Transportation (DOT) to conduct a study to determine the economic and environmental risks to the Great Lakes of oil or hazardous liquids spills or leaks from onshore, underwater pipeline facilities in the Straits of Mackinac. In addition, DOT must evaluate the condition and structural integrity of the facilities. Imposes a fee on the carbon content of fuels, including crude oil, natural gas, coal, or any other product derived from those fuels that will be used so as to emit greenhouse gases into the atmosphere.
