FEMA Disaster Assistance Reform Act of 2015 TITLE I--FEMA REAUTHORIZATION (Sec. 101) This bill reauthorizes the Federal Emergency Management Agency (FEMA) through FY2018. TITLE II--COMPREHENSIVE STUDY OF DISASTER COSTS AND LOSSES (Sec. 201) FEMA shall commence, through the National Advisory Council, a comprehensive study related to disaster costs and losses. Stafford Disaster Relief and Emergency Assistance Act to require the President, in providing repair or replacement assistance to owner-occupied private residences damaged by a major disaster declared after enactment of this Act, to: (1) treat an owner-occupied housing unit of a housing cooperative in the same manner as an owner-occupied private residence, and (2) provide financial assistance for such units on a unit-by-unit basis. CIPA Critical Infrastructure Protection Act (Sec. 2) Amends the Homeland Security Act of 2002 to define "EMP" to mean: (1) an electromagnetic pulse caused by intentional means, including acts of terrorism; and (2) a geomagnetic disturbance caused by solar storms or other naturally occurring phenomena. Directs DHS to: (1) include in national planning frameworks the threat of EMP events; and (2) conduct outreach to educate owners and operators of critical infrastructure, emergency planners, and emergency response providers of the threat of EMP events.

Expands the Department of Agriculture's Wildfire and Hurricane Indemnity Program Plus (WHIP+) to include coverage for losses of crops (including smoke-tainted wine grapes) due to wildfires occurring in calendar year 2020. Under current law, the program provides disaster payments to agricultural producers who suffered crop, tree, bush, and vine losses resulting from hurricanes, wildfires, and other qualifying natural disasters that occurred in the 2018 and 2019 calendar years.
