Provides for ERS service credit for time in service when military personnel are called to active duty in the State. Includes members of the Hawaii National Guard ordered into active service by the governor in the definition of "employee" under certain circumstances, for purposes of the state deferred compensation retirement plan. Requires the department of human resources development to conduct a study on retirement benefits for National Guard members who are activated under state active duty orders and National Guard members who are retired; recommend

Relating To Hawaii National Guard. [SB-1113]
Improves and enhances the ability to have Hawaii National Guard personnel who can serve on active duty in the service of the State without financial hardship through modifications and additions to chapter 121, Hawaii Revised Statutes by authorizing the Hawaii National Guard to add the payment of Tricare Reserve Select or other government funded premium payments to the authorized service member who are not otherwise covered by the State or federally funded medical insurance.

Repeals the requirement that a member of the National Guard, military reserve, or armed forces must be assigned to a unit in the State in order to qualify for a vehicle weight tax exemption. Clarifies that the vehicle weight tax exemption is available to service members who claim Hawaii as their residence of record.
