Motor vehicle safety inspections; single sticker. Provides that passage of a motor vehicle safety inspection is a condition to registration or registration renewal. Motorists would be provided with a safety inspection decal that indicates the month of the vehicle's registration and requires that safety inspection stations obtain such decals from the Department of Motor Vehicles. The bill also provides for electronic submission of evidence of passage of a safety inspection to the Department of Motor Vehicles.

Consumer finance companies; open-end credit plans; sharing location with motor vehicle title lender. Prohibits any consumer finance company or person extending credit under an open-end credit plan from making loans at any location where a motor vehicle title lender is authorized to conduct business. The measure also prohibits a motor vehicle title lender from authorizing or permitting a consumer finance company or open-end credit plan lender to conduct business at any location where the motor vehicle title lender is authorized to conduct business.

Driver's license; marijuana possession. Revises the existing provision that a person loses his driver's license for six months when convicted of or placed on deferred disposition for a drug offense to provide that the provision does not apply to deferred disposition of simple possession of marijuana. The exception applies only to adults; juveniles will still be subject to license suspension. The provisions of the bill are contingent upon written assurance from the U.S. Department of Transportation that Virginia will not lose any federal funds as
