Relating To Rentals Of Mopeds And Motor Scooters. [SB-824]
Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter. Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications. (SB824 HD1)

Relating To Rentals Of Mopeds And Motor Scooters. [HB-636]
Prohibits operating a moped or motor scooter from any rental company unless the person wears a safety helmet that the rental company is required to provide or the person wears a safety helmet that is provided by the person; provided that this requirement does not apply to any person who possesses a valid license from any state to operate a motorcycle. Prohibits the rental of any moped or motor scooter with an aftermarket modification to its motor.

Relating To Mopeds. [SB-1273]
Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop. Clarifies a moped dealer or repair shop will not be fined unless the dealer or shop is the entity that makes the modification. (SD1)

Prohibits the importation and sale of combustion engine mopeds beginning on January 1, 2019. Prohibits combustion engine mopeds from being operated on public highways, roadways, or streets beginning on January 1, 2025. Requires motorcycles, motor scooters, and mopeds to have liability and bodily injury insurance coverage and the option to obtain uninsured and underinsured insurance coverage. Requires mopeds to meet various insurance requirements established for motorcycles and motor scooters.

All-terrain vehicles, mopeds, and off-road motorcycles; subject to motor vehicle tax. [SB-1186]
Taxation of all-terrain vehicles, mopeds, and off-road motorcycles. Provides that all-terrain vehicles, mopeds, and off-road vehicles shall be subject to the motor vehicle sales and use tax but exempt from the retail sales and use tax. Current law provides that such vehicles are subject to the retail sales and use tax but exempt from the motor vehicle sales and use tax. The motor vehicle sales and use tax would be imposed at the same rate as the state and local sales and use tax: at a rate of 6.0% in Planning Districts 8 and 23 and 5.3% in the rest (continued...)
