The purpose of this bill is to continue the Office of Emergency Medical Services as an independent office within the Department of Military Affairs and Public Safety. It updates definitions; creates the positions of Executive Director, Medical Director and Administrative Director for the Office; and establishes and clarifies the powers and duties of the directors. The bill reconstitutes the Emergency Medical Service Advisory Council with nine members. And, it provides requirements for the state medical protocols.

Continuing education of veterans mental health [HB-4318]
The purpose of this bill is to require the Cabinet Secretary of the Department of Veterans Assistance to work with the various medical, social work, and counseling boards to propose continuing education requirements focused on mental health issues faced by veterans and their families.
