Establishes a mechanism for compensating certain victims of the bombing of Pan American Flight 103 over Lockerbie, Scotland, on December 21, 1988. The Office of Aviation and International Affairs must determine whether the bombing was a proximate cause of Pan American's bankruptcy. Prohibits a federal department or agency from recognizing, or implying recognition of, any claim by Israel of sovereignty over any part of the occupied West Bank in violation of international humanitarian law or customary international law.
