Providing that if a party to a merger or acquisition of an electric company or an electric company affiliate must distribute a credit to customers under an agreement with the Public Service Commission, the Commission shall consider the adequacy of the current funding of the electric universal service program in providing specified assistance; providing that specified funds deposited into the electric universal service fund are in addition to, and may not substitute for, specified funds; etc.

Prohibiting the Public Service Commission from approving a specified application that requests authorization for Exelon Corporation to acquire the power to exercise substantial influence over the policies and actions of Baltimore Gas and Electric Company unless the Commission requires, as a condition of approval in an order under a specified case or any related or subsequent case, the resulting company to divest itself of Baltimore Gas and Electric Company; and making the Act an emergency measure.
