Saudi Arabia Accountability and Yemen Act of 2018 This bill suspends certain weapons transfers to Saudi Arabia. It also imposes sanctions on individuals for various activities related to the civil war in Yemen and for involvement in the death of Saudi Arabian journalist Jamal Khashoggi. The United States may not authorize transfers to Saudi Arabia of missiles, ammunition, ground vehicles, aircraft, or other weapons that fall within Categories III, IV, VII, or VIII of the U.S. Munitions List. Ensuring Quality Care for our Veterans Act This bill directs the Department of Veterans Affairs (VA) to contract with a nonfederal organization to conduct a quality management review of hospital care or medical services furnished by each Veterans Health Administration (VHA) provider whose license was terminated by a state licensing board based upon care or services provided in a non-VHA facility. If a review determines that the standard of care was not met, the VA shall notify the individual who received such care or services.

Mahoney Lake Hydroelectric Project Licensing Act This bill requires the Federal Energy Regulatory Commission (FERC), upon request, to issue a stay of the statutory deadline by which construction must commence on the Mahoney Lake Hydroelectric Project located in Ketchikan Gateway Borough, Alaska. (The City of Saxman, Alaska, was granted a construction license for the Mahoney Lake Hydroelectric Project on January 22, 1998.) Additionally, upon request, FERC must reinstate the construction license and make it effective as of the date the stay is lifted.

To reinstate and extend the deadline for commencement of construction of a hydroelectric project involving the Gibson Dam. This bill authorizes the Federal Energy Regulatory Commission (FERC), upon request, to extend for up to six years the time period during which construction must commence on the Gibson Dam Hydroelectric Project located on the Sun River in Lewis, Clark, and Teton Counties, Montana. Additionally, FERC may reinstate the construction license if it is expired.

Banking Transparency for Sanctioned Persons Act of 2018 (Sec. 2) This bill requires the Department of the Treasury to report semiannually on financial services provided to benefit a state sponsor of terrorism or specified sanctioned persons. (Sec. 3) Treasury may waive these reporting requirements with respect to a foreign financial institution if: the institution credibly assures Treasury that it will cease conducting transactions for such persons, or the waiver is important to the national interest.
