Distracted Driving Monitoring Systems - Authorization [SB-819]
Authorizing certain agencies to place distracted driver monitoring systems on certain highways under certain circumstances; requiring that a recorded image made by a distracted driver monitoring system include two or more photographs, microphotographs, or electronic images or videotape, or other medium as well as clear identification of the registration plate number; providing that the owner or driver of a motor vehicle recorded committing a certain violation is subject to a civil penalty not to exceed $500; etc.

Montgomery County - Distracted Driving Monitoring Systems - Authorization MC 24-20 [HB-875]
Authorizing a law enforcement agency in Montgomery County to place distracted driver monitoring systems on highways located in Montgomery County, if authorized by the governing body of Montgomery County; requiring that a recorded image made by a distracted driver monitoring system include an image of the vehicle, the license plates, and the time, date, and location of the violation; providing that the driver of a motor vehicle recorded committing a certain violation is subject to a certain civil penalty of up to $500; etc.

Vehicle Registration - Special Plates for Veterans - Fees [HB-646]
Requiring the Motor Vehicle Administration to charge a certain additional fee on the issuance of special registration plates for recipients of an individually earned, combat-related armed forces medal that results in a surplus of at least $10 for each issuance of new registration plates; requiring that the additional fee be credited to the Maryland Veterans Trust Fund; etc.

Requiring the Motor Vehicle Administration to develop and make available for certain vehicles a special registration plate supporting hunger relief initiatives; authorizing certain persons to apply to the Administration for the special registration plate for certain classes of vehicles; requiring the owner of a vehicle assigned a special registration plate to pay certain fees; establishing the Hunger Relief Initiatives Fund; requiring that certain fees collected under the Act be used only for funding hunger relief initiatives; etc.

Relating To Fuel Cell Electric Vehicles. [HB-239]
Exempts fuel cell electric vehicle from payment of parking fees and high occupancy vehicle lane restrictions. Increases the priority to be placed on fuel cell electric vehicles for state and county entities purchasing new vehicles. Allows for fuel cell electric vehicles to be parked in designated electric vehicle parking spaces. For purposes of determining electric vehicle parking spaces, restricts electric system charging systems to those that do not include facilities or systems for refueling hydrogen storage tanks of fuel cell electric vehicles.
