SMART Guns Act of 2016 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to modify requirements under the Edward Byrne Memorial Justice Assistance Grant (JAG) program. Specifically, a firearm purchased with JAG funds must, to the extent practicable, be a SMART gun. The term "SMART gun" means a firearm that includes a safety feature to prevent an unauthorized person from using such firearm.
