Mitigation Facilitation Act of 2015 This bill requires the U.S. Army Corps of Engineers to establish a mitigation loan and loan guarantee program to enable political subdivisions of states to: (1) purchase credits from mitigation banks or in-lieu fee programs, or (2) acquire interests in property that are acquired pursuant to a mitigation project required by the Corps of Engineers under a Clean Water Act permit to discharge dredged or fill material into waters of the United States. Ocmulgee Mounds National Historical Park Boundary Revision Act of 2016 (Sec. 3) This bill redesignates the Ocmulgee National Monument in Georgia as the Ocmulgee Mounds National Historical Park. (Sec. 4) The bill adjusts the boundary of the Historical Park to include approximately 2,100 acres. (Sec. 5) The Department of the Interior may acquire lands and interests within the boundary of the historical park by donation, purchase from a willing seller, or exchange. Interior shall administer any acquired land as part of the historical park. (Sec. 6)

Keep Our Pension Promises Act This bill repeals the elimination of the pension anti-cutback provisions under the Multiemployer Pension Reform Act of 2014. The anti-cutback provisions prohibit reductions in pension benefits to participants in multiemployer pension plans. The bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to allow a plan sponsor of an eligible multiemployer plan to petition the Pension Benefit Guaranty Corporation for a partition of a financially-troubled pension plan.
