No War Against Iran Act [HB-5543]
Prohibits the obligation or expenditure of federal funds for any use of military force in or against Iran unless Congress has either declared war or enacted specific statutory authorization for such use. An exception is made for a presidential exercise of power to introduce Armed Forces into hostilities (or situations where imminent involvement in hostilities is clearly indicated) when there is a national emergency created by an attack upon the United States. Supply Our Soldiers Act of 2019 [HB-4976]
Provides postal benefits to certain active duty service members. It directs the Department of Defense to provide for a program under which vouchers (used for postal-free mailings) are provided to members of the Armed Forces who are on active duty and who are either (1) serving in Iraq, Afghanistan, or another hostile fire area designated as eligible for hazardous duty pay; or (2) hospitalized at a military medical facility as a result of such service. The benefits program shall apply during FY2020-FY2025.

Wartime Contracting Commission Reauthorization Act of 2019 [HB-3576]
Reestablishes the Commission on Wartime Contracting. The commission was established in 2008 to study U.S. wartime contracting in Iraq and Afghanistan. The bill replaces the commission's general duties to direct it to study (1) contracting funded by overseas contingency operations funds, and (2) contracting for the logistical support of coalition forces operating under the authority of the 2001 or 2002 Authorization for the Use of Military Force or for the performance of security functions in countries where coalition forces operate under that authority.

Protecting Our Gold Star Families' Education Act of 2019 [S.1851]
Requires the Department of Education to expand the Pell Grant program to include grants for the dependents (including independent students) of a veteran who died serving on active duty as a member of the Armed Forces in Iraq or Afghanistan on or after September 11, 2001. To qualify for assistance, the dependents must be less than 33 years of age. Pell Grant rules pertaining to the determination of financial need do not apply to the grants awarded by this bill for veterans' dependents.
