Requires the Office of the Director of National Intelligence (ODNI) to report to Congress and state election officials on threats to election infrastructure, including cybersecurity threats. Russian-Venezuelan Threat Mitigation Act [HB-1477]

Requires an agency, when determining whether to grant or continue a security clearance, to consider a lapse in appropriations (i.e., government shutdown) as a condition that could mitigate a security concern related to financial considerations.
