Requires the Centers for Medicare & Medicaid Services to award grants for states to develop the infrastructure of Medicaid home- and community-based services (i.e., long-term, person-centered services in noninstitutional settings). States must use grant funds for projects relating to the accessibility and quality of care, such as workforce development, housing support, and transportation services.

Housing Innovation Act of 2019 [HB-4756]
Establishes the Office of Housing Innovation within the Department of Housing and Urban Development.
