Motor carriers; regulation by DMV. [HB-1945]
Regulation of motor carriers by DMV; commercial driver's licenses. Revises statutes relating to motor carriers, including requiring DMV to simply notify localities of the issuance of overweight and oversize permits and eliminating the requirement for for-hire contract passenger carriers and irregular-route common carriers to prove public convenience and necessity when applying for a license. Local roads; notice. Provides that those cities and towns that decide to take over responsibility for their construction programs must notify the Commonwealth Transportation Board by December 31 (currently July 1) for implementation the following fiscal year. The bill exempts Rural Rustic Roads from regulations requiring additional engineering or improvements beyond those required to provide an adequate hard surface.
