Mental Health and Substance Abuse Treatment Accessibility Act of 2017 This bill amends the Public Health Service Act to permit the Department of Health and Human Services to make loans and loan guarantees: (1) for construction or renovation of psychiatric or substance abuse treatment facilities, and (2) to refinance such loans and loan guarantees. The bill establishes terms and conditions for these loans and loan guarantees. The bill establishes the Mental Health and Substance Use Treatment Trust Fund. Territory Health Insurance Tax Relief Act of 2017 This bill amends the Patient Protection and Affordable Care Act to exclude premiums paid by residents of U.S. territories from a health insurer's net premiums when calculating the annual fee on the health insurer, thereby lowering the fee for health insurers that collect such premiums. These premiums are still included in total health premiums when calculating the annual fee on health insurers, thus the total amount collected annually from health insurers is reduced.
