Requires the Hawaii Community Development Authority and the Department of Corrections and Rehabilitation to seek federal grants and loans from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program for the construction of a correctional project within the new development

Permits counties to adopt ordinances permitting developers to make a cash payment of fifteen per cent of the gross revenue of the development in lieu of providing the required reserved housing under the county's affordable housing program.
