This bill, known as the 'Decoupling from Foreign Adversarial Battery Dependence Act', aims to prevent the Secretary of Homeland Security from purchasing certain foreign-made batteries. Specifically, starting from October 1, 2027, funds allocated to the Department of Homeland Security cannot be used to procure batteries from specific foreign entities listed in the bill.
The entities mentioned include well-known battery manufacturers such as CATL, BYD Company, Envision Energy, and others. Additionally, any entity identified as a Chinese military company, involved in forced labor, or listed in specific regulations is also prohibited.
However, the Secretary of Homeland Security may waive this restriction under certain conditions, such as if there are no suitable alternative batteries available or if the procurement is for research purposes.
The bill also requires the Secretary of Homeland Security to provide a report within 180 days detailing the potential impacts on mission and costs for various departments within the Homeland Security, such as Customs and Border Protection, Immigration and Customs Enforcement, and others.
