This joint resolution directs the President to remove U.S. Armed Forces from hostilities in or affecting Yemen within 30 days unless Congress authorizes a later withdrawal date, issues a declaration of war, or specifically authorizes the use of the Armed Forces. Prohibited activities include providing in-flight fueling for non-U.S. aircraft conducting missions as part of the conflict in Yemen. Explanation of H. R. 1055 - Global Health, Empowerment and Rights Act
This bill aims to prevent certain restrictive eligibility requirements from applying to foreign non-governmental organizations when it comes to providing aid under the Foreign Assistance Act of 1961. This means that foreign organizations will not be disqualified from receiving assistance just because they offer health or medical services, including counseling and referral services, using funds that are not from the US government, as long as these services are legal in the country they are provided and would be legal in the US. Additionally, they will not be restricted from using non-US government funds for advocacy and lobbying activities, as long as these activities align with the regulations that apply to US non-governmental organizations receiving the same assistance.
