Heroin and Prescription Opioid Abuse Prevention, Education, and Enforcement Act of 2015 This bill requires the Department of Health and Human Services (HHS), in cooperation with the Department of Veterans Affairs, the Department of Defense, and the Drug Enforcement Administration, to convene a Pain Management Best Practices Inter-Agency Task Force to develop and study best practices for pain management and prescription of pain medication. SWAT Act Swatting Won't be Accepted or Tolerated Act of 2015 Amends the federal criminal code to: (1) impose a term of imprisonment of up to eight years for making a false, fictitious, or fraudulent statement or representation to a federal law enforcement agency that causes an emergency federal law enforcement response; and (2) require the court to order a defendant convicted of such an offense to reimburse any federal, state, or local government for up to $10,000 in expenses incurred in responding to that conduct.
