Seniors Fraud Prevention Act of 2017 (Sec. 2) This bill directs the Federal Trade Commission (FTC) to establish an office within the Bureau of Consumer Protection to advise the FTC on the prevention of fraud targeting seniors and to assist the FTC in monitoring the market for mail, television, Internet, telemarketing, and recorded message telephone call (robocall) fraud targeting seniors. The office must: (1) disseminate to seniors and their families and caregivers information on the most common fraud schemes, including methods of reporting complaints

Energy Efficiency Free Market Act of 2017 This bill amends the Energy Policy and Conservation Act to eliminate the Department of Energy's authority to set energy efficiency and water conservation standards for consumer and commercial appliances. All existing standards are repealed. Additionally, the bill prohibits states from setting their own energy efficiency and water conservation standards. All existing state standards are nullified.

This bill amends the Federal Trade Commission Act to authorize the Federal Trade Commission (FTC) to regulate activities of common carriers insofar as the activities are not regulated by the Federal Communications Commission under the Communications Act of 1934 or by the Surface Transportation Board or the Department of Transportation under interstate transportation laws.
