Alaska Oil and Gas Production Act This bill authorizes the exploration, leasing, development, production, and transportation of oil and gas to and from the Coastal Plain of Alaska. The Bureau of Land Management (BLM) must establish a competitive oil and gas leasing program for oil and gas exploration, development, and production on the Coastal Plain. The bill amends the Alaska National Interest Lands Conservation Act to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge. Energy Efficiency Free Market Act of 2017 This bill amends the Energy Policy and Conservation Act to eliminate the Department of Energy's authority to set energy efficiency and water conservation standards for consumer and commercial appliances. All existing standards are repealed. Additionally, the bill prohibits states from setting their own energy efficiency and water conservation standards. All existing state standards are nullified.

American Energy Independence and Job Creation Act This bill directs the Bureau of Land Management (BLM) to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain, Arctic National Wildlife Refuge (ANWR), Alaska. The bill amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from ANWR. The bill requires BLM to conduct its first lease sale within 22 months.

The purpose of this bill is to permit natural gas companies to enter private property without prior consent from the owner for the limited purposes of obtaining data to comply with regulatory requirements or to survey land for pipeline development. This bill also requires natural gas companies to request permission to inspect property and to provide owner notice of intent to enter property prior to entry. The bill further preempts entries authorized under this section from being deemed either a trespass or a taking.
