Offshore Wind for Territories Act This bill amends the Outer Continental Shelf Lands Act to authorize offshore wind development in the U.S. Exclusive Economic Zone adjacent to U.S. territories. The bill also establishes the Coral Reef Conservation Fund for the Department of Commerce to carry out the Coral Reef Conservation Act of 2000, including to preserve, sustain, and restore the condition of coral reef ecosystems.

Strategic Petroleum Reserve Reform Act (Sec. 2) This bill amends the Energy Policy and Conservation Act to authorize the Department of Energy (DOE) to lease underutilized Strategic Petroleum Reserve storage facilities to private entities. Currently, DOE may only lease these storage facilities to foreign governments. (Sec. 3) DOE must conduct a pilot program to lease underutilized storage facilities. The program must make available capacity for storage of up to 200 million barrels of petroleum products.

No Taxation on Device Innovation Act This bill amends the Internal Revenue Code to repeal the excise tax on medical devices. The bill also prohibits: (1) major integrated oil companies from using the last-in, first-out (LIFO) accounting method; and (2) the issuance of new oil or natural gas production leases in the Gulf of Mexico under the Outer Continental Shelf Lands Act to any person who does not renegotiate certain existing leases to require royalty payments if the price of oil and natural gas is greater than or equal to specified price thresholds.

Endangered Fish Recovery Programs Extension Act of 2017 (Sec. 2) This bill extends through FY2023 the authority of the Department of the Interior to use power revenues collected pursuant to the Colorado River Storage Project Act for annual base funding of endangered fish recovery implementation programs for the Upper Colorado and San Juan River Basins. (Sec. 3) Additionally, Interior must submit to Congress a report that describes the accomplishments and costs of the recovery implementation programs.
