Federal Communications Commission Process Reform Act of 2017 (Sec. 2) This bill amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to complete a rulemaking proceeding to adopt rules establishing: minimum comment and reply periods for rulemakings; policies to ensure that the public has notice and an opportunity to respond to comments, ex parte communications, or materials submitted toward the end of, or after, the comment period; deadlines for public notice, and guidelines for disposition, of certain petitions;

National Suicide Hotline Improvement Act of 2017 (Sec. 3) This bill requires the Federal Communications Commission (FCC) to coordinate with the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Department of Veterans Affairs (VA) to examine: (1) the feasibility of designating a three-digit dialing code for a national suicide prevention and mental health crisis hotline system; and (2) the effectiveness of the National Suicide Prevention Lifeline (1-800-273-TALK), including how well it addresses the needs of veterans. Ashlynne Mike AMBER Alert in Indian Country Act (Sec. 2) This bill amends the PROTECT Act to reauthorize the AMBER Alert grant program for FY2019. The bill also modifies the program to: add, as a new purpose area, the integration of tribal AMBER Alert systems into state AMBER alert systems; make Indian tribes eligible for AMBER Alert grants; permit the use of grant funds to integrate state or regional AMBER Alert communication plans with an Indian tribe; and allow the waiver of the matching funds requirement for grants awarded to Indian tribes.
