Replaces $50 annual vehicle registration surcharge for electric vehicles with a capped mileage-based road user fee for electric vehicles. Requires motor vehicle registration application to specify whether the type of fuel for which the vehicle is adapted is electricity. Requires certificates of inspection to state the odometer reading of electric vehicles. Requires the Department of Transportation to plan for the deployment of a state mileage-based road user fee program by 2025 and submit a report to the Legislature no later than twenty days prior

When identifying a replacement vehicle or cash settlement value, requires an insurer to take into consideration costs of shipping the vehicle and the insured's travel for pre-purchase inspection of the replacement vehicle, if not on the same island, and, if the insured vehicle is an electric vehicle, the remaining battery life and capacity of the vehicle's primary battery, known as the traction battery pack, which shall have equal or greater weight than mileage on the vehicle.

Requires the Department of Accounting and General Services to purchase only zero-emission vehicles for its motor pool fleet beginning on 1/1/22. Requires the Department of Accounting and General Services, in coordination with other state agencies, to submit to the Legislature no later than twenty days prior to the convening of the regular session of 2022 a plan to convert the State's motor pool fleet to zero emissions vehicles. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.
