Requires members of boards of visitors of four-year public institutions of higher education to have served four years on the board prior to being elected or appointed rector. Grants for certain students attending Virginia two-year colleges. Provides that a student pursuing undergraduate work in engineering, mathematics, nursing, teaching, or science shall be eligible to receive an additional $2,500 more than students pursuing other academic courses of study under the two-year college grant program.
