Establishes and appropriates funds for a two-year program at the University of Hawaii to study sand movement patterns and coastal erosion along the coast between Sunset Beach Park and Ehukai Beach Park on the North Shore of Oahu, including the impact of sandbag walls, tarps, rocks placed in the shoreline, sand pushing, and coastal restoration on beach processes. Establishes a temporary moratorium on the use of sandbag walls, unless authorized by an emergency permit from the Department of Land and Natural Resources. Requires a report to the Legislature.

Establishes enhanced public notice requirements for changes in land use by the Department of Hawaiian Home Lands, Department of Land and Natural Resources, or the University of Hawaii and boundary changes by the Land Use Commission. Requires approval of the project by the community through a referendum of nearby adult residents except for projects within the Mauna Kea science reserve, which require a referendum by all adult residents of the county in which the Mauna Kea science reserve is located. Specifies that fire safety use is a beneficial use of fresh water in the State Water Code. Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies.
