Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain aquatic life. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in light of newly available technology, or in light of newly available data.

Appropriates funds for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and positions to manage the trailhead and site. Establishes the hike safe card program and search and rescue special fund to be administered by the Department of Land and Natural Resources. Authorizes the Director of Finance to issue general obligation bonds to the Agribusiness Development Corporation for the upgrade of South and West Maui's R-1 water delivery systems, and the upgrade of certain water reservoirs located in the forest watershed areas of South and West Maui. Requires the Agribusiness Development Corporation to collaborate with the Department of Land and Natural Resources, County of Maui, and private land owners, as necessary. Appropriates moneys. Relating To Towing. [SB-2745]
Provides that the Department of Land and Natural Resources Division of Boating and Ocean Recreation shall not tow vehicles operated by persons found to have committed certain traffic infractions unless a citation was issued no less than 24 hours before the towing. Provides that a vehicle parked without authorization on land owned or operated by the State shall not be towed without first being issued a citation no less than 3 hours before the towing. Provides that the citation shall not be more than $100.

Establishes a state boating facility lease pilot program within the Department of Land and Natural Resources to lease one state small boat harbor for private development, management, maintenance, and operation in a county with a population of less than 900,000. Repeals provisions related to the leasing of fast lands and submerged lands of the Ala Wai boat harbor. Repeals on 6/30/2044.
