Authorizes the Department of the Treasury to accept gifts of money to plan, design, construct, or maintain a barrier along the U.S-Mexico border. Treasury shall establish the Border Wall Fund and website for that purpose. Treasury shall also provide public outreach to educate the public about the fund's existence. The money deposited in the fund shall be appropriated to the Department of Homeland Security for the planning, design, construction, or maintenance of such a border barrier, and may not be used for any other purpose.

Specifies that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk.
