Yellowstone and Grand Teton Paddling Act (Sec. 3) This bill directs the Department of the Interior to promulgate regulations to allow the use of hand-propelled vessels on certain rivers and streams within: (1) the Yellowstone National Park in Idaho, Montana, and Wyoming; and (2) the Grand Teton National Park and the John D. Rockefeller, Jr. Memorial Parkway in Wyoming. The regulations issued under this Act shall not consider any expansion of commercial use of hand-propelled vessels in the Parks. Subjects to the requirements of this Act, except in specified circumstances, any unpatented mining claim or millsite claim located under the general mining laws before the enactment of this Act for which a plan of operation has not been approved or a notice filed before the date of enactment. This bill prohibits any authorization of appropriations for the National Park Service to: study how artificial light affects the movements and behavior of insects, or develop or test remote sensing technology that measures distance by illuminating a target with a laser and analyzing the reflected light to determine how artificial light affects insect movements and behavior.
