As enacted, authorizes a person who suffers loss or injury as a result of a defendant intentionally obstructing a highway, street, or other place used for the passage of vehicles or conveyances to bring a cause of action against such person to recover compensatory damages from the loss or injury. - Amends TCA Title 39.
