Prohibits any person from knowingly landing aircraft on a wilderness area in the National Forest System, unless the landing is an emergency landing or is otherwise authorized by laws applicable to the National Forest System or the National Wilderness Preservation System. Any person who is in violation of this prohibition shall be fined not more than $20,000, imprisoned for not more than six months, or both.

The bill exempts certain water transfers between public water supplies in Texas, Arkansas, and Louisiana from prohibitions on illegal trade of plants and wildlife. Specifically, the prohibitions do not apply to covered water transfers containing prohibited species if the species are present in both public water supplies before the transfer, the water is subject to effective mitigation measures, and the water is transferred directly between the supplies;

Prohibits the use or possession of body-gripping traps in the National Wildlife Refuge System. The bill imposes on persons who possess or use such traps in the system (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1,000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment.
